The starter content is deliberately heavy: policies, staff handbooks, risk assessments and around five hundred toolbox talks written for civils construction. You are choosing what applies to you and cutting what does not, which is a much shorter job than writing from nothing.
Company name, trading name, the names and job titles of the people who sign things off, your labels and your logo are put through every document, so the pack reads as one business's paperwork rather than a pile of forms from different places.
Every document can be taken as it stands or edited in the browser first and then downloaded. A document you cannot change is one you end up rewriting somewhere else, which is how a policy pack and what a business actually does drift apart.
It produces your documents. It does not assess your business, inspect your sites, approve anything or make you compliant with anything — no software can, and any that says otherwise is selling you a feeling. What you do with the documents is the part that counts.

The hard part of a policy pack is not the writing, it is working out what a business of this shape actually needs and in what order — and that came out of our own spreadsheet rather than a template library somebody licensed to us. The wording is still being written, by us, by hand. We would rather say that than call a library complete because it has a lot of files in it.
